Position Summary: Under the supervision of the NOVA Job Center San Mateo Manager, the Career Advisor performs a variety of assignments linking job seekers to the resources that will help them to become employment ready, self-sufficient and able to effectively compete in the labor market. The Career Advisor manages the job seeker’s progress through effective note taking, interprets assessment results, and assists the job seeker in overcoming barriers through Workforce Innovation and Opportunity Act, partner and community programs. About NOVA Job Center of San Mateo: NOVA Job Center is a non-profit, federally-funded employment and training agency that provides customer-focused workforce development services. We work closely with local businesses, educators, and job seekers to ensure that our programs provide opportunities that build the knowledge, skills and attitudes necessary to address the workforce needs of San Mateo County and Silicon Valley. Distinguishing Characteristics: This position will use independent judgment in educating and managing San Mateo job seekers through the WIOA system. The employee has the primary accountability for educating job seekers on the services and programs available to them under the Workforce Innovation and Opportunity Act (WIOA). The employee is responsible for establishing with the job seeker the value and linkage between the assessment process and the successful job placement. The employee must be job seeker and system focused, emphasizing quality and informed customer choice and be proactive in working with the job seeker to overcome barriers to employment. Employees in this classification will take a lead role in providing professional and technical assistance in planning, evaluating, and monitoring functions relative to job seeker employment readiness. Requirements & Qualifications : Knowledge of local industries that encompass the economy and demographics of San Mateo with specific understanding and awareness of job skill requirements; ability to analyze fiscal, demographic and labor market information as it relates to the development of customer needs. Strong interpersonal skills; communicates effectively with individuals from diverse economic backgrounds, as well as with all types and levels of employers; ability to use collaborative approaches to build support for objectives. Goal and result orientation; ability to meet time commitments and follow through to task/job completion; strong work ethic and capacity for responsibility. Must have excellent written and oral communication skills and be competent with various computer programs. Bachelor’s degree in Psychology or a related field is desirable. Essential Functions: (May include, but are not limited to, the following): Evaluates applicant's background, skills and training needs relative to program services, including occupational skills, technical skills, and job readiness; determines applicant's eligibility in accordance with the established program guidelines, including Workforce Development employment and training programs. Manages an active caseload, assisting with vocational counseling and training and career exploration; refer clients to a variety of internal and external resources; ensures that services are accessible to all clients. Evaluates clients' occupational training needs; administers vocational assessment instruments; and develops training plans designed to address client's needs. Develops and maintains relationships with training providers, professional associations and service providers. Coordinate activities for targeted populations, including linkages with subagents and community services. Assists in the marketing of department programs to employers, clients, and community agencies. Assists in the development, maintenance and modification of program unit policies and procedures in accordance with Federal, State and local regulations. Maintains statistical data relative to program objectives, including client and contractual information. Maintains participant records; completes a variety of employment and training documents, accurately and in a timely and auditable manner in accordance with department MIS and fiscal requirements. Facilitates the day-to-day operations of job search networking organizations; assists with the development and implementation of program policies and procedures; provides coaching and mentorship to program volunteers; assists with workshop content development and implementation. Identifies, coordinates for or provides for the presentation of information on job search related topics and program resources. Assists in service provider contract developments modification and ongoing monitoring for contract compliance. Maintains a thorough knowledge of various employment and training resources and be able to refer applicants as appropriate. Assists in the Provision of training for staff including material preparation, specific training presentations, and regular feedback. Collaborates with management and coworkers and provide technical consultation in areas of expertise. Takes an active training role in preparing job seeker for employment interviews, scholarship panel participation or job placement. Works as a team with the job seeker and the employer to determine the best fit for Monitors and manages the ongoing progress and exit of the job seeker according to established performance requirements. Does accurate and timely data and case note entry into the Case Management System. Continues to develop knowledge of local and regional services in order to leverage appropriate resources within the WIOA system and San Mateo.
