Under the direction of the Senior Director of Asset Management or Associate Director of Asset Management or Senior Asset Manager or Asset Manager, this position will be responsible for understanding and overseeing rent increase requests based on the regulatory program requirements specific to each property in relation to rent increases. The Budget and Revenue Analyst position will keep current with industry changes to the Section 8 Renewal Guide and other regulatory updates which may impact the work to be carried out. Additionally, this position is responsible for ensuring consistent measures are considered in relation to Section 8 Project Based and Tenant Based Voucher rent increases. Other duties may be assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
REVENUE ANALYST RESPONSIBILITIES:
- Responsible for building and maintaining relationships with the local Housing Authority staff in all Counties we conduct business in as well as with the local Housing and Urban Development and/or the contract administrator staff (PBCA). Part of the relationship building includes attending industry and partner meetings.
- Act as Eden’s point of contact for queries from regulatory agencies in relations to contract management and rent increases.
- Work with HUD/CAHI/LOMOD/USDA and property management staff to negotiate annual (or as required) contract renewals.
- Process Gross Rent changes in Yardi and communicate appropriate steps to site staff.
- Responsible for optimizing contract renewal and rent increase options for review and approval by Asset Management.
- Work with consultant(s) to obtain independent rent comparable studies necessary in connection with HUD contract anniversaries.
- Work with site staff to ensure rent increases, per Asset Management direction, are requested and implemented annually for all tenant-based voucher holders and all project-based voucher units that are not managed by direct HUD contracts.
- Interact and develop working relationships with Eden Property Management, Asset Management and external Housing Authority staff to resolve discrepancies.
- Work with site staff to ensure that they request negotiated contract rents for new tenants with vouchers and fully fill out Housing Authority forms
- Work with site staff to ensure project-based voucher vacancy payments are requested from the appropriate Housing Authority
- Work with Housing Authority staff to negotiate appropriate payment standards for Eden properties including providing rent reasonableness studies, surveys of comparable properties and other work as needed. Engage in an interactive process of determining and accepting contract rents in accordance with Housing Authority and Eden policies.
- Develop and maintain routine portfolio revenue tracking and monitoring reports to share with senior staff as needed to support business decisions.
- Participate in conducting staff trainings on subject matter items.
BUDGET ANALYST RESPONSIBILITIES:
- Assist with the review of budgeted revenue projections and work with property management staff to ensure accuracy and adherence to Eden rent increase policy.
- Assist property management and accounting in linking Eden budget formats to the various other agency budget formats (i.e., HCD, USDA).
- Assist with budget entries to various agency and investor online portals.
- Work with team and Yardi to develop ongoing system improvements for budget links.
- Assist Asset Management team with bulk budget data uploads.
- Assist in developing and managing various Microsoft Excel models used for budget preparations.
- Work with Property Management and Asset Management to track budget timelines and ensure adherence to deadline completion.
No supervisory responsibility.
EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Business, Finance or Accounting from a four-year college or university preferred; equivalent education and experience accepted.

- Knowledge or interest in affordable housing/subsidy programs.
- Second language skill a plus.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have reliable automobile transportation, a valid California Driver’s License and insurance. Minimum one to two years’ experience working at an affordable housing development and/or management company. Experience with HUD and/or Housing Authority rent increases, or accounting experience.

Ability to add, subtract, multiply, and divide, using whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent. Willingness to learn to prepare annual budgets. Ability to solve financial, maintenance and people problems logically and creatively with minimal supervision or direction. Ability to interpret a variety of instructions furnished in written, oral or schedule form.
