Job Description

PROGRAM AND POSITION SUMMARY:

The goal of the RRH Singles program is to provide housing stability to homeless individuals, and households in Santa Clara County, CA. We achieve this goal by providing participants with comprehensive supportive services to help them attain permanent housing including outreach and engagement, intensive, individualized case management services, housing search, and temporary financial assistance.

The RRH Housing Specialist will aid participants in locating, obtaining, and retaining suitable permanent housing through tenancy education, landlord engagement, and recruitment efforts.

DUTIES/RESPONSIBILITIES:

Direct services (80%)                                      

  • Actively seek and identify available housing opportunities through outreach engagement and negotiation with landlords
  • Ensure participant has a voice in selecting decent, safe, and sustainable housing options
  • Conduct assessment of housing barriers, needs, and preferences
  • Development of an action plan for locating and securing housing
  • Outreach to potential landlords and developers to secure housing for RRP participants
  • Assist participants with securing appropriate permanent housing through housing search, application assistance, and other supportive services
  • Assist participants with obtaining utilities and making moving arrangements
  • Collaborate with an RRH case manager to connect the participant to community resources to maintain housing
  • Collaborate with RRH case managers and partners to conduct Outreach in locating eligible program participants
  • Work with individual landlords/site managers to address participant tenancy and provide mediation as necessary
  • Educate participants in tenant rights and tenancy counseling
  • Maintain a safe and secure environment for all participants
  • Complete and submit the necessary documentation for housing including, housing application, unit inspection, annual inspection, rent reasonableness, and monthly rent roll tracking
  • Meet the program service delivery goals and outcomes
  • Participate in countywide collaborative efforts to access and track housing resources
  • Collect and maintain thorough and accurate records of client data in accordance with HomeFirst policies and procedures
  • Meet participants at locations they are most comfortable
  • Secure transportation of participant to housing viewing as needed, meet participant at viewing location, review lease agreement with participant and landlord
  • Maintain Clarity (HMIS) database by entering participant data daily, all notes must be entered no later than 3 business days

General (20%)

  • Attend all meetings and training relevant to this position
  • Assist with office-related tasks as needed
  • Assist with other duties assigned

 QUALIFICATIONS:

  • High school diploma or GED; Bachelor’s degree in social work or related field human services field preferred
  • Have a minimum of 2 years experience in housing (e.g., housing search, application assistance, building relationships with landlords, etc.)
  • Ability to quickly build trust and rapport in interpersonal relationships.
  • Strong written and oral communication skills
  • Exceptional listening, critical thinking, and problem-solving skills
  • Strong facilitation and mediation skills
  • Ability to develop and maintain good working relationships with community partners and outside agencies
  • Ability to manage multiple projects concurrently and be flexible with priorities
  • Demonstrated ability to develop and maintain priorities and meet established deadlines
  • Exceptional organizational skills
  • High level of flexibility and  ability to prioritize appropriately
  • Ability to work with people of diverse socio-economic and cultural backgrounds
  • Understanding of fair housing law and tenants’ rights and responsibilities
  • Understanding of and strong adherence to social work ethics    
  • Understanding of and sensitivity to the needs of the homeless
  • Basic computer skills, including knowledge of MS Office applications and the Internet
  • Clean driving record
  • Valid CA driver’s license, reliable transportation, and legally required insurance
