Role description

The AirTrain Director is responsible for all aspects of the daily operations of SFO’s Airtrain system including managing staff, budgetary responsibilities, and developing and maintaining policies and operational procedures to ensure a safe, reliable, and efficient transit service to SFO passengers and employees.  Duties include authorizing design and procedural changes to the system operation and maintenance; managing and supervising Airtrain staff; monitoring and directing the Operation and Maintenance contractor to ensure compliance with contract requirements and maximize system availability; directing and monitoring the AirTrain Section’s annual budget and expenditures including the annual operation and maintenance contract to ensure system upgrades or replacements are completed and appropriately budgeted; managing all AirTrain contracts including negotiating and complying to the Airport and City and County of San Francisco’s contract rules and regulations and ensuring compliance with all local, state and federal requirements and reporting. The AirTrain Director also recommends improvements to modernize and maintain the integrity of the AirTrain system and coordinates with Operation and Maintenance contractor, various SFO Stakeholders and System Provider to resolve all operational failures.

Essential duties include:

  1. Reviews and evaluates passenger Incident Reports for accidents/injuries related to equipment under contract to ensure safety.
  2. Analyzes and investigates AirTrain system incidents and outages to determine the source and root cause. Develops corrective action plans to prevent future failures and improve system reliability. In collaboration with other Airport staff, develops and implements contingency plans in the event of system failures or other incidents.
  3. Collaborates with Guest Services, and if appropriate, airlines and other tenants regarding customer service complaints and resolutions. Coordinates for potential solutions to improve overall reliability and customer satisfaction.
  4. Initiates and/or reviews for approval, all changes and maintenance plans to the AirTrain system. Coordinates and communicates all activities related to changes with staff and outside agencies/groups that are involved or impacted. Establish AirTrain operational schedules based on the needs of SFO.
  5. Enhances AirTrain system operations and availability by identifying and incorporating technical design changes to the system as needed. Coordinates improvements to the AirTrain system with AirTrain O&M contractor as well as other Airport departments and agencies.  With input from staff, negotiate and sign Operation and Maintenance contract.
  6. Participates in the design review of engineering plans and specifications for AirTrain construction projects. Reviews plans and specifications for proposed projects prior to start of construction as required.
  7. Present AirTrain performance and improvement plans to senior and executive management as needed in daily operational briefings and meetings. Ensures compliance with all local, state and federal directives as well as tri-annual CPUC audits, providing necessary data and ensuring timely and acceptable resolution of all finding, and other related duties.
  8. Perform other duties as assigned.

How to qualify

Education: Bachelor’s degree from an accredited college or university; AND

Experience: Five 5 years of professional experience in transit operations management and administration which must include at least three (3) years of supervisory experience. 

Education Substitution:  Additional experience as described above may be substituted for the required education on a year-to-year basis.  One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Preferred degree/education in mechanical, electrical, or other related engineering discipline

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Nature of Work

Position may require work hours outside of the normal Monday - Friday schedule depending on operational, maintenance and audit needs. Individual will be on call for operational issues outside of normal working hours. Requires ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Supplemental Questionnaire Evaluation (Weight:100%): Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire designed to measure the knowledge, skills and/or abilities in job-related areas required for the position.  All applicants’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

 A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six months, and may be extended with the approval of the Human Resources Director.
