Job Description

Job Summary: The Manager, Treasury Operations reports to the Director, Treasury and is responsible for managing financial transactions and bond and debt issuance for the Treasury department of the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

Examples of Essential Functions:
• Manage banking, investment, debt, cash flow, and bond and debt issuances in accordance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).
• Administer cash management actions including recording of investment and debt activities.
• Develop and maintain the cash flow forecasting and day-to-day cash reporting.
• Maintain compliance on all bond and debt issuances including annual repository, certificate filings, and arbitrage calculations.
• Manage and develop internal control procedures to limit exposure in the Treasury Department and take corrective action as appropriate.
• Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Duties:

• Ensure the reconciliation and accuracy of journal entries and general ledgers.
• Oversee the preparation of banking and investment documents.
• Oversee the preparation and review of monthly Financial Statements and Treasury Reports (e.g. Staff Reports, Comprehensive Annual Financial Report, and Investment Reports) for accuracy.
• Ensure completion of arbitrage calculations including recording any necessary journal entries within legally required timeframes.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Work under the supervision of the Director, Treasury who establishes goals, objectives, and evaluates performance.

Minimum Qualifications: Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in accounting, finance, or closely related field.
• Five years of full-time experience in the fields of accounting, finance, financial planning and analysis, or treasury; and have governmental treasury, and/or enterprise treasury, and/or bond compliance experience.
• Three years of supervisory experience.

Other Requirements:

• Professional certification such as Certified Treasury Professional (CTP) is desirable.
• Must have experience building financial models to evaluate treasury related financial plans.
• Must be proficient in Microsoft Office Suite.
• Experience with an Enterprise Resource Planning System (ERP) such as PeopleSoft is desirable.
• Must possess effective written and oral communication skills.

Selection Process May Include:
